Howdy Miss Rachel,
I suspect it was produced in response to a lot of drownings that were taking place during that period in England. They have a lot of isolated bodies of water, that would appear very tempting to many, especially kids I would think.
It struck me as being aimed more at kids than at adults, so I think they decided to do it in a way that might grab and keep their attention much better than someone simply voicing over in a manner they took to be more like “preaching” at them.
