name of an action movie

I am sorry its all my son gave me it was made between 1999 - 2003, its an action movie, there was a black cop and a white bomber and their on a bridge where the bomber asked him question and the cop had to answer them and the bomber would give him hints and I think that bought time from the bomb going off.
